The Kano State Agency for the Control of AIDS (KSACA) has convened a one-day stakeholder roundtable to develop a coordinated and standardised framework for issuing and disseminating premarital medical certificates across Kano State.

The meeting, held on Thursday, October 22, 2026, was chaired by the Director-General of KSACA, Dr. Usman Bashir, and brought together representatives of government agencies, healthcare facilities, regulatory bodies, the judiciary, religious organisations and community groups.

The roundtable aimed to harmonise procedures for issuing premarital medical certificates, clarify institutional responsibilities and ensure the certificates are accessible to prospective users across the state’s 44 local government areas.

Speaking at the meeting, Bashir said the engagement was designed to promote a shared understanding of the proposed framework and establish clear processes for issuing and disseminating the certificates.

He explained that participants would examine the legal, health, operational, cultural and community considerations necessary for effective implementation.

The KSACA director-general also stressed the need to define the responsibilities of relevant ministries, departments, agencies, healthcare providers and community structures to ensure effective coordination.

Discussions at the meeting focused on confidentiality, informed consent, respectful communication and referral mechanisms, with participants emphasising the importance of protecting the privacy, dignity and rights of individuals seeking premarital medical certification.

The meeting also explored practical strategies for implementing the proposed framework at the grassroots level, including measures to promote consistent procedures, appropriate information-sharing and accessibility across the state.

Representatives of civil society organisations, the Kano State Shari’ah Commission, Hisbah Board, Council of Ulama and the Christian Association of Nigeria (CAN), Kano State chapter, were among those who participated in the deliberations.

Their participation underscored the role of collaboration among government institutions, healthcare providers, religious leaders and community stakeholders in developing an implementation framework that reflects the state’s legal, health and cultural considerations.

KSACA said the initiative was intended to strengthen coordination among relevant stakeholders and establish a uniform approach to the issuance and dissemination of premarital medical certificates throughout Kano State.

The agency reaffirmed the importance of clearly defined procedures, institutional collaboration, responsible communication and the protection of individual rights in implementing the framework.
