Customs CGC Signs Anti-Corruption Documents, Activates ICRAM Committee

The Comptroller-General of the Nigeria Customs Service (NCS), Adewale Adeniyi, has signed three anti-corruption documents and activated a steering committee to strengthen integrity and accountability across the Service.

The documents are the Standard Operating Procedure (SOP) for Conducting Internal Corruption Risk Analysis and Mapping (ICRAM), the ICRAM Handbook and the Integrity Action Plan (IAP).

Adeniyi signed the documents on Tuesday, October 6, 2026, at the NCS headquarters in Maitama, Abuja, directing their immediate implementation across all zones, commands and units of the Service.

He said the documents were developed through a collaborative process involving an internal team, the World Customs Organisation (WCO) and partner Customs administrations, including His Majesty’s Revenue and Customs (HMRC).

“These two documents are products of a painstaking process which we have undertaken with efforts from an internal team working together with our partners from the WCO and a number of other Customs administrations that have walked this path with us to ensure that we have a Service where integrity leads,” he said.

The Comptroller-General explained that the initiative would provide officers at seaports, land borders and airports with practical tools to identify, assess and map corruption risks within their areas of operation.

“We want to believe that we have laid a practical step, very easy to follow, for all our operatives at the ports, the borders, and the airports, to be able to conduct corruption risk mapping in their places, giving them the opportunity and capacity to implement the action plan to instil integrity in our system,” Adeniyi added.

Earlier, the Assistant Comptroller-General of Customs in charge of the Strategic Research and Policy Department, Nafi’u Isyaku, led senior officers in presenting the documents and sought approval for their full implementation across the Service.

Before the formal launch, the ICRAM methodology was piloted in seven commands and units, covering 66 processes across regulatory, core Customs and support functions.

The pilot locations included Apapa Area Command for sea operations; Murtala Muhammed Cargo and Murtala Muhammed International Airport commands for air operations; and Seme Area Command for land operations.

Other participating units were the Customs Police Unit Zone A, the Pre-Arrival Assessment Report (PAAR) Ruling Centre and the Procurement Unit.

According to the Service, the pilot exercise produced an Integrity Action Plan containing 101 action items and 295 sub-action items designed to address identified corruption risks.

The priority areas include increased automation, stronger supervision and accountability, improved audit trails and traceability, clear separation of duties, regular staff rotation, targeted training and tighter controls governing interactions between officers and stakeholders.

The activation of the ICRAM Steering Committee is expected to support the implementation of the framework and strengthen efforts to identify and address corruption risks across the NCS’s operational and administrative processes.
