Nigeria Plans Procurement Training Hub in Kano

The Federal Government is setting up a Procurement Center of Excellence at the Nigerian Navy Logistics College in Dawakin Tofa, Kano, to train procurement officers from government ministries, departments, and agencies nationwide.
Bureau of Public Procurement Director-General Dr. Adebowale Adedokun announced the plan on Monday during the launch of a special capacity-building programme for naval logistics officers.
Represented by Civil Infrastructure Director Nasir Bello, he said the BPP is working with TETFUND to make the center a reality and described it as a major step toward standardizing procurement training for both the military and civilian institutions.
The initiative will convert naval logistics personnel into certified procurement professionals while reinforcing integrity, accountability, and professionalism.
Adedokun also outlined ongoing reforms to the Public Procurement Act 2007, including the integration of digital tools and AI systems and the revival of the e-Government Procurement platform to promote transparency and fair competition.
He noted that the BPP’s reform agenda rests on four pillars: updating legal frameworks, strengthening institutions, improving operations, and enhancing oversight.
“The bureau is also prioritizing inclusion by creating more opportunities for MSMEs and women-led businesses under the President’s Renewed Hope Agenda” he explained.
Rear Adm. Sulaiman Abdullahi, the Navy’s Chief of Logistics, said procurement drives a large share of public spending and must be handled with diligence and transparency.
He stressed that past practices marked by weak due process should be left behind.
College Commandant Cmdr. Ahmad Madawaki called the training the first of its kind for the Navy and urged participants to embrace transparency and accountability as they become certified change agents.
